We are glad to learn that U.S. tariffs will not be imposed on Canada on February 4th, however with a 30-day delay, much uncertainty remains.

Regardless of what happens next, it is clear that Canada needs to act with urgency to improve our long-term economic prospects, as we outlined on Saturday

The good news is Canadians are coming together and starting to focus on improving the many things within our control.

Now is the time for action.

It is unfortunate that the United States has decided to violate the U.S.-Mexico-Canada agreement by imposing tariffs on Canada, creating economic harm for both Canadians and Americans. There are three actions our country can and should take right now to respond.

  • First, this is a wakeup call for our country. For too long, successive governments have been complacent around strengthening Canada’s long term economic growth and productivity. Now we must act with urgency. There is much within our own control including embracing an innovation economy, ensuring an internationally competitive tax regime, reducing the regulatory burden on job-creators, and eliminating the internal trade barriers that create tariffs within our own federation.
  • Second, it is in Canada’s best interests to have a strong and secure border and to invest in our nation’s defence. Government representatives must continue to demonstrate the tangible action we are taking to maintain and enhance the security of our shared border.
  • Finally, when considering retaliatory measures, our political leaders must use caution. Our goal should be to impose the least amount of economic harm on Canadians. Over time, widespread retaliatory tariffs would amount to permanent higher taxes on every Canadian.

Those who choose to run for and serve as elected representatives do so because they have a profound dedication to their country and a desire to make it better. We thank Prime Minister Justin Trudeau for his devoted service to Canada over the last nine years, during which time he won the support of Canadians to govern in three straight elections.

His legacy will include renegotiating the North American Free Trade Agreement, helping reduce poverty through the Canada Child Benefit, and working with business leaders during the pandemic to ensure the safety of Canadians while protecting the economy.

It is unfortunate, however, that the relationship between the federal government and the private sector was often at odds, especially around the need for fiscal responsibility and policies that enable long-term economic growth, including embracing our energy abundance. We view this as a lost opportunity to strengthen the country for future generations.

Canada has much going for it, but we can’t take it for granted. Now more than ever, we must work together in a spirit of collaboration to help our country succeed.

At the heart of democracy is the understanding that governments are transparent and work in the best interests of their citizens.

Today’s resignation statement from former finance minister Chrystia Freeland brings into question whose interests the federal government is looking out for. It is deeply troubling that the former finance minister believes the government is opting for “costly political gimmicks” at a time when federal finances are severely strained. Ms. Freeland’s statement that Canadians “know when we are working for them and they equally know when we are focused on ourselves” calls into question the government’s motives at a very serious time in the life of our country.

Canadians have a right to know the country’s fiscal picture, and businesses need the facts. How has the government spent taxpayers’ money? How large is the deficit? A lack of transparency erodes confidence and delays investment decisions.

Canada needs stable and credible leadership that recognizes the seriousness of the moment. The country is facing significant economic headwinds over the coming weeks, including looming U.S. tariffs and pressure to invest more in the border and defence. We must put the national interest above all else and ensure the country is operating from a position of strength, not weakness.

Americans have spoken, and with President Donald Trump’s decisive re-election, the United States has sent a clear message to its partners and allies: America is prioritizing economic resilience, energy security, and strategic independence.

Canada, as America’s closest ally, must rise to the occasion – not simply as a partner but as a leader in shaping our shared future. Together, we can forge an economic partnership that is more integrated, secure, and prosperous, where our success lifts the wages and living standards of Americans and Canadians alike.

This is our moment to act. Canada must not only honour its commitments to defence, but demonstrate its steadfast reliability as a top-tier trade and investment partner, especially in the critical minerals and energy sectors.

By working hand in hand with our American counterparts, we can enhance energy security, drive economic growth, boost shared prosperity, and establish ourselves as the global standard for innovation and economic cooperation.

Canada’s business leaders have long championed deeper partnerships between public and private sectors in these essential areas. Now, we amplify that call with renewed urgency. We can, and will, create conditions for a competitive, productive, and resilient continental economy – one that harnesses Canada’s unique strengths and brings lasting prosperity to our citizens.

This is Canada’s opportunity to lead and build a stronger future.

At a time when Canada’s economy is stalling, imposing an oil and gas emissions cap will only make Canadians poorer. Strong climate action requires a strong economy. This cap will leave us with neither.

Today’s announcement ahead of the U.S. presidential election also sends the wrong signal to our most important trading partner that looks to Canada as a secure and reliable source of energy. A de facto cap on oil and gas production would restrict cross-border energy trade and harm our shared economic and security interests.

Finally, a cap on the energy sector will make Canada’s climate policy landscape even more incoherent and uncompetitive, which will leave the country with an expensive piecemeal approach to reducing emissions.

The United States and the global business community has lost a fearless leader with a generous heart.

As the CEO of the U.S. Chamber of Commerce for nearly a quarter century, Tom Donohue changed the way the private and public sectors work together to benefit workers and all Americans.

He was also a dear friend of Canada who had a deep and positive impact on our trading relationship and building a more prosperous North America.

On behalf of the members of the Business Council of Canada, we offer our deepest condolences to his friends and family.

The following is a statement from the Business Council of Canada, the Canadian Chamber of Commerce, and the U.S. Chamber of Commerce.

OTTAWA, ON “The Canadian Chamber of Commerce, U.S. Chamber of Commerce, and Business Council of Canada are calling on the Government of Canada to intervene to prevent a work stoppage that would significantly impact air travel between our two countries, as well as the import and export of goods through Air Canada’s cargo network. Every year, millions of Canadians and Americans travel back and forth by air, as do critical, time sensitive goods. The Government of Canada must take swift action to avoid another labour disruption that negatively impacts cross-border travel and trade, a damaging outcome for both people and businesses.”

For more than two years, the Business Council of Canada has warned that the unilateral imposition of a digital services tax (DST) risked triggering a retaliatory response from the United States. Today’s announcement confirms the Canadian government’s decision to break from the multilateral OECD consensus risks serious economic consequences for Canada. We once again urge the federal government to change its position on the DST and instead focus its efforts on strengthening the Canada-U.S. bilateral relationship.
